There are many reasons this happens

1) You are seen as gateway to EU here, many Macedonians therefore travel to bulgaria. Many like it, and choose to stay cause they can get papers easily

2) You are bigger population, Sofia is a huge city and you have more universities, so many people work and study there

3) You don't think of macedonia as a emigration destination because we are closed off to you and it would be a pain in the ass to come here. but if it was open borders, many tatars would come live here too
