I have never com across any North Korean in whole my life. But there are some North Korean defector settled down in South Korea so it's not that hard to meet one. There are also bunch of TV shows that North Korean defectors talking about their life back in North Korea.
But I would say there's literally 0 chance to meet actual "North Korean" who aren't defector. (And as far as I know, it's illegal to contact any North Korean without the permission of 'Ministry of Unification')

There's also lots of dialect in North Korea so the accent of them might be vary. Certain part of North Korea where is near the Seoul, their accent is still similar to South Korean so it's easy to understand.

But as it's been nearly 70 years since Korea is splited, not only the accent but also the words are different. Some new born words such as 'Smartphone', South Korea use the original English word but North Korea never write it in English and change it to traditional Korean words.

I mean like in ROK, we say 'Smartphone' as '스마트폰(sumatupon)' but in DPRK they say '지능형손전화' which means 'intelligent Hand Phone' in English.
They don't have any English included word.
