At least as far as the US goes, yes, more or less; the whiter the state, the more common circumcision is typically, and black attitudes towards the foreskin are not that much better. It's less common among Asians and Hispanics although it still happens, especially with later generations who have pretty much lost all of their culture and are essentially just generic Americans.

If you're wondering whether it's a tradition among people of European descent in general, though, then no. Only the Anglosphere took to cutting up penises and nowadays only Americans are the ones clinging to it because of mass retardation and profound corruption in the medical community. In 50 years, the majority of American men will still be circumcised.

South Koreans only started doing it because of American influence during the Korean War, and Filipinos are almost always cut because of some backwards tradition that they already had for centuries. It's apparently going down fast in South Korea, though, and of course it was never a thing in North Korea.

The Chinese are pushing likely because some Chinese folks have invented circumcision devices and you can never underestimate how much the Chinese are willing to make people suffer to save or make a dollar.
