Because Japanese often like to tell a wide variety of serious stories, not just funny cartoons. Also japanese don't like reading that much so there is a market for younger and older people who read comics from all parts of life.

Maybe because our film industry had been (and still are of course) extremely small and poor in comparison to Hollywood and those who were talented in visual expressions had very limited options other than drawing their images on paper with pens on their own.
And distribution of those printed media should be easier due to its limited size of the country as well.
As proof, as you may have already known it, the comic industry of this country has been progressively declining once the internet media started permeating into the society.
