They typically have this so they don't have to fill the employee database with your information. It saves them time (i.e. lazy) and makes sure you can actually read what you're filling out but it's mostly laziness. The better companies autofill your profile when applying.

The reason they ask you to fill out a web form is so they have a way to run your resume through a query tool. They can't reasonably parse out a resume automatically because they're not uniform document, and they NEED A a way to filter because literally any online posting will get a thousand application (99% of which are retards just applying to anything without even looking at the requirements).
Obviously if you pass the screener bot, they would read your resume.

The query tool would be completely pointless as a filter if the the form gives applicants a heads up on what information they need to enter. The real reason is that the companies/recruiters don't want to read the resumes one-by-one, but consolidate all information from the resumes into a spreadsheet.
They could easily do bot filtering by putting in requirements in the posting that would easily weed out the inattentive applicants/bots such specifying that the reply email needs to have a specific subject.
That's the point. No one wants an ambitious employee.

Once the larger culture was fully divorced from small farm agriculture and looking forward to flying cars and colonizing the moon, agriculture and commodity markets consolidated their grip on power and successfully lobbied their way to owning the political platform to guarantee wave after wave of cheap labor.
Seeing the contradiction between their american values and the corporate farming lobby's need for a captive cheap labor force, The dems and reps conspired to be silent on the issue. Regular americans by that time were becoming accustomed to cheap year round food, with processed foods becoming more and more dominant. The retail industry consolidated alongside production and today what you have is a vertically integrated corporate and state run system giving away citizenship for free, and subsidizing every step of the food chain.
The result is food deserts, wage suppression, widespread monoculture, chemical pollution, dead zones, rampant obesity, distorted political economy, housing crisis, homelessness, ironically hunger, I could go on and on...
