Who the FUCK cares about language? We all can speak English anyway. Language is the last thing the French can boast with, their inferiority complex has lead them to demanding that French is "second language" of the institutions. German is the most-spoken first language in Europe. Our true language is economical domination.
The HRE was an autistic clusterfuck of states that deemed themselves German, but the borders changed on the regular and many states left (Netherlands, Switzerland, Belgium...), while the EU is... a not that autistic collection of states run by Germans and cryptojews who try to establish a European identity that stands above the national ones. The borders have been pretty much established once and for all now, except for new member states. Now that I think of it, there are some similarities. But talking about it as a whole would take too much time.

I don't think that's necessarily true for the older generations also even among the younger ones they might not necessarily be sufficiently proficient. It seems that everyone speaks English at very high level on Jow Forums and other international places but is it really the case in reality?

Okay, seriously now: I can obviously only speak for my country and I think we've made great progress concerning learning the English language. Almost every young adult here can speak English at a sufficient level, probably B1 when using the CEFR as an assessment. Among the people who went to the Gymnasium, the highest school form, pretty much everyone is good at English. There certainly are enough people who cannot speak English properly, but overall I'd say we're fine. It's a different thing for older people though, as in probably every country. In my opinion, a huge weakness our English lessons have is that we basically don't know how to engage in smalltalk, we focus more on formal writing and stuff. That makes some of us seem pretty stupid when holding a conversation. I'm also more comfortable with written English.

Good thing the Treaty of Aachen will lead to German becoming a more important language to learn in France and soon all of Europe. In Eastern Europe, many people are learning it already. The thing is that German is hard to learn.
