he's basically telling all those ICO "dapps" to not interact with his blockchain and wait for some magic solution he's going to develop so it can scale (which it won't)

read the article he's getting worried he knows his chain is a centralized mess that can't scale his solutions are still theoretical while the chain is growing exponentially
what incentive do these dapp developers have to wait, none what about the miner's inventive... none! they get to choose how much gas is in each block make those tx fees baby there's no hard incentive engineered into this shitshow that would promote 2nd layer development vitalik knows bitcoin was right but he's basically screwed
