They are leased to the council and they put tenants in them. Yeah ex council, I am in Scotland and there is quite a lot of housing stock like that if you look hard enough and are not shared ownership or anything like that.
Also, if your not a complete brainlet you can get decent landlord insurance. I saw direct line advertising to pay all legal fees and lost rent if you had a tennant that decided they were not going to leave (or pay rent)
Better off putting it into an index fund and get 5% returns annually, you can cash out £20k tax free from the ISA for minimal effort. Whereas if you want to be a landlord you will have to do all repairs the tenants ask for, pay stamp duty, the tenants might lose their job and go behind rent, etc. Basically a lot of headaches especially when you own multiple properties.
