How about Twitter:
1) introduces a report button SPECIFICALLY for scammy "FREE ETH IF YOU SEND X AMOUNT TO Y ADDRESS" tweets and
2) hires a small team of 2-3 people to comb through the reports and delete/permanently suspend accounts that tweet the scams
