Yep, pretty much anything advertised as a VPN will be blacklisted. What you need is a service that allows for rerouting traffic that is typically used in other ways than a VPN, e.g something like a private VPS or seedbox that allows rerouting of traffic.

Yeah, exactly but the sim card must be tied to one of the carriers through some kind of subscription. There are sim cards there you can just load money on and that's it but it's mostly used by drug dealers and such since in the long run it would become very expensive.
