Not really, why would I? Those countries may be better at one thing but East Asia is better than you overall. Also, East Asia has plenty of traditional buildings, too so I don't know why you make the comparison that your bombed out rebuilt country has more heritage than them and that's why you can't build modern infrastructure.

infrastructure is infrastructure and not exclusively buildings
if you already have some type of train network in place it's harder to replace it with a new one than building a new one from scratch for example
