Quick rundown:

The Japanese proposed compensating the individual victims of the occupation, but the South Korean government wanted to have all the compensation money and divide it themselves. The Japanese government paid $800 million in grants and soft loans, which the Korean government used to build infrastructure for the country. The Korean government accepted to demand no further compensation. None of the money went to the victims directly.
The Japanese ministers of Foreign Affairs Etsusaburō Shiina also issues an apology: "In our two countries' long history there have been unfortunate times, it is truly regrettable and we are deeply remorseful".

The Japanese also set up The Asian Women's Fund, a fund to compensate comfort women worth $45 million. The compensation was accompanied by a personal apology of the prime minister.
The Koreans refused to accept it, because they wanted to stay mad and demand more money.

Then on 30 October 2018, a Korean court decides that Japanese firms must compensate Korean workers during colonial rule, despite the Korean government accepting in 1965 that there would have to be no further compensation after the $800 million (not adjusted for inflation, it would be much more now) they already had.

In retaliation Japan requires certain exports to Korea to require an official permit. The Koreans want to take this requirement to the World Trade Organisation.
Yet in attempts to resolve the Takeshima dispute, Koreans have always refused to allow foreign courts to have an independent look at the dispute, because they know they will lose.

East Asian history is literally two countries gather up to buttfuck the other one. I don't know why you foreigners don't understand this and feel like Korea and Japan should unite to fight for the United States' enemy --China. When the two countries never got along with each other, South Korea even had a history of banning japanese entertainment entering their country.
