How safe and comfy is it to cycle at night?

I dont think our law requires us to wear helmets and have lights on bikes, even if those laws exist nobody follows them. And nobody's getting tickets for it

Pretty sure it's a law to turn on your lights at night, but most police officers just give you a warning. Helmets aren't required and almost no adults wear them.

Pretty safe, but when you get close to the r*skie region, it feels eerie. And in my old town, it got spooky walking home during winter and the street lights went out, so it was completely dark.

We'll its one of the most developed city in georgia (if not the most) its a capital city, but it has problems with dogs and indian students who came here to get doctor's licenses. Its popular amongst tourists, but as veteran tbilis-ian i prefer batumi or mtskheta. (they are all ok tier cities but i just like last two more)

On the surface, we have severed diplomatic relations, you can't even go to Iran from Saudi anymore, and Sunni Saudis hate Shia Iranians aside from the eastern coast and the southwest, which are Shia. Quite safe if you have visible clothes or equipment to make the bike visible, the worst that can happen is a drunk driver knock you out of your bike. I don't cycle very much but I run around 4 a.m. and often see cyclists around. I live in the countryside of São Paulo btw, can't say much about the rest of the country since I never lived anywhere else.

Entirely safe but one time I was biking and a big bull moose was in the road. Bastard bluff charged me because I got too close to him, he then dashed off into the woods, I assume he didn't come back into the suburbs after that.

thing about roads is there could be snow on the ground 6 months a year so no one rides, and the roads break up quick, lots of potholes

there's some parks good to bike in, this system has 100kms of bike paths a few hours away

I am the other Brazilian but dogs are not a problem here, you will only find dogs on streets of very rural areas or places where the govern can't intervene.

If you find a dog on a normal city street you can call the "Center of Zoonoses" and they will collect the animal and put them in a shelter.

Extremely. There's well lit bike paths all across the city, every crossing has a button for cyclists and people tend to respect you on the road.
You do need a front & rear light though, that's the law.
It's dark around 18-20 hours per day here in winter so the infrastructure is well adapted to darkness.

There's only one place in this country that I know that I wouldn't really want to ride my bike alone during the night, there are virtually no criminals where I live and where I visit, and I live near a big city. Maybe make that two if you can count annoying tourists standing on the cycling roads in that group.

The city is the centre of a 70km long x 30km wide rice fields so you can skip all the traffic of the main roads all the way to the next state by taking a shortcut through small road that runs along its irrigation canals which is wide enough for a harvester.
