When the USSR collapsed, the Ukraine inherited an immense arsenal of nuclear weapons (hundreds of ICBM, nearly 2000 warheads total) which probably made them the 3rd nuclear power in the world right at their independence.
The US (Clinton) and UK (Major) persuaded them to destroy these weapons, in exchange they promised to defend the Ukraine against future invasion (read: Russia wanting to take Crimea).

It's perfectly possible to have excellent relations (and fun) with Englishmen who behave decently, which is about 2/3 of their population.
Same in Canada, I never got into any problems in Ottawa except when mistook for a Québecois, which was quickly resolved.
You'd get public funded English schools if you intend to continue using it (like Breton), and France would have a common border with the US which sounds so much fun it's unbearable.
