Just to clarify.
They were running low on fuel, and with a naval blockade enforced by the Royal Navy their only source of oil left was, essentially, Romania. And Romania itself was threatened by the USSR over the Bessarabia dispute, so they had to invade the Soviet Union to secure a source of fuel for their armed forces.
