as soon as African countries reach a standard of living equal to the first world, their birth rates will equalize, same story as every other group of people that reaches that point.
the real issue is if they stay war torn or undeveloped for a long period of time, the real clincher is when a stable non-exploititave government will emerge, or at least one that doesn't cause the bulk of the population to stay in poverty and enrich the elite

This has nothing to do with how population growth actually works like. Developing nations go through a big explosion of population because in places where chances are large that your child will die before it reaches 18 (literally every country at one point, even yours) women give birth to a lot of children (example is my grandpa who was born in 1938 in a small poor village in Croatia and had 10 sisters) so that at least 2 or 3 will survive. However, when you bring vaccines and modern medicine into the mix, you have the mortality completely plummet, but the fertility ( the number of children actually being born is the same) and so you have a BIG boom of population. Every developed nation has gone through this and it is a science in of it self. To say, this is all just made up mumbo jumbo that will never happen. The fertility of all these Africans will quickly go down as they develop and get used to modern life.
