After the 1940s, from what I've read it was somewhat livable, and living standards increased in the 60s, though they were way behind the US in things like car ownership, variety of foods, and housing size. My mom visited around the 1970s with her family. She said that there was a lot of art and culture promoted by the government, and there was a facade of prosperity, but residential areas were visibly quite poor.
