Good army is where good skilled NPCs are disciplined enough to comply commandment, and everyday shaving is good to turn person in routine, which is good for discipline.
However, if you look at war photos, there are usually some loosenings in discipline on frontline, which are noticebly in soldiers appearence, both facial hairs and uniform.

it depends, for example in Poland facial hair are generally frowned upon in most units and all out banned for newbies still in training. but for people who go on missions to middle eastern countries growing of facial hair is actually highly advised by brass becasue in that culture people without beards are not respected by the locals
