No they're not. They have words and grammar from various languages, though usually based in a European language. Pidgins could be considered dumbed down but creoles have native speakers and as such are complete, standard languages. Having native speakers forces a language to be complete no matter what you have to work with. If you give some kids a pidgin with very few elements they will make it into a complete language by reusing these elements in complicated ways and adding their own if these elements really are insufficient. It's true that some languages have things that others don't, it's not true that any language with natives speakers is not up to the task of being a proper language as much as any other. Look at all the different ways prepositions and syntax are combined and used in English to cover concepts much more numerous than the basic elements provided.
