It is locked. You need to twist the ring at the end to lock though. The fault was obviously entirely a fault in the user.

Nice. I have a lot of knives but never an opinel.

Been using a Ahti-Leuku Puukko, 90 mm for many years now. Excellent knife, holds an edge extremely well, just needs some oil after rainy days.
