The tech will allow Holochain to be used independently of the HoloFuel, but when you do so, you basically "fork" your network off on its own without the support of the Holo family of hApps. So, in a sense you would have the backbone framework of Holo to build on, but you would need your own support network of hosts to run whatever app you were trying to host. And how would you pay those hosts. In what currency? And without the backbone of hApps, your app will be all alone, in a sense, and will have less value because it's not connect to the Holo backbone.
