These places were sophisticated because of the substrate population, the Iberians that already inhabited the land. Same thing happened in places like Irak and some other parts of the MENA. Arabs and to a lesser extent North Africans cannot take credit for our achievements, they were just savages pillaging and conquering the land. Iberian natives took advantage of the newly created empire and the flux of knowledge and ideas within its borders. Also, took advantage of a kind of early renaissance thanks to the Arabs preserving manuscripts and so on. If it wasn’t for us, Iran and Irak, their empire would have been just a massive shit with no achievements or high culture of their own.
