Actually it was an intentional try of social genocide. Main goal - reduce the population of Southern-Western villagers who were less supportive towards soviet authority and had strong individualistic traditions with mode of life which was unaccaptable for soviet model of economy and social order. Most of them were Ukrainians, but not all Ukrainian regions were suffering from Holodomor and it also spreaded in some southern Russian regions (partly populated by Ukrainians also).

It's the same reason they still think communism in general is a good idea even though every attempt has ended abysmally, they think it just hasn't been done right. (And the assumption is that if it was done right it would stay right).

Remember, they believe history is a one way street and "progress" is inevitable, so to them, people dying from their fuckups doesn't matter because it's basically just growing pains.
