He's not a dictator, because people unironically vote for him. Also he's the best option for Russia nowadays. When Russia was fallen after 90s he was able to free the country from Western hands, to restore sovereignty, to build an emerging superpower which has a certain influence in the world. His successor will be more based because Putin's hands were tied at some point, he was liable to the former Yeltsinist oligarchs. But now the military force is highly influential and Russian church is also kind of authority. So Putin is a great leader respected by Russians for his deeds.
