Mexico's government concentrates all resources into the capital city, leaving the rest of the country to rot. But because of America's influence, they cannot easily break off and form their own countries because the US would stage an intervention like we did in the 1920s. They just have to deal with being poor also shit while government officials steal everything, eventually the theft trickles down and local police decide cartels are easier to work with than the government. Then the army has to be brought in to fix things, but the army too makes deals with cartels because soldiers are not always paid on time or paid in full.

This problem has gotten worse since mexico moved to electronic card payments for troops and welfare in the 1990s, and most cities do not have telephone access let alone internet access. Cops in the central capital have no problems being paid on time and in full, but if you're stationed in rural sonora you can only get paid once or twice a year when you're in a town with an American mcdonalds, by which point the electronic checks have expired. Cartels can fix this using couriers or with a fat all cash bribe.

Doesn't help that the peso is worthless, too. Cartels work in real money, USD, soliders are paid in Pesos which gradually loose their value whereas USDs only increase in value.

Mexico's government copied Stalin and even had the advice of Trotsky who lived in the capital city. This is what led to the government bombing churches to stop unrest, which only made people angry. People are still angry over it which is why the pope has been busy deifying various cristeros from the last civil war.

Until 1993 the only gas stations allowed in Mexico were government run ones, and private ownership of wells was banned as all oil was owned and distributed by the state. Same for gold, copper, cement, all of which had to be bought and sold through government warehouses and refineries. This only changed with NAFTA where most of the pipelines, railroads, and power lines financed by these taxes were sold to American companies who shut most of it down to create a larger monopoly.

Presidente Fox literally declared war on them, allowing the military to operate throughout the country with total impunity. This didn't work because the military kept shooting regular people and ended up defecting or making deals with the cartels. Also on a per unit basis, individual soldiers make more money from setting up illegal toll roads than they do finding criminals. This is a common annoyance for tourists and is why there's a travel advisory for mexico.

I've seen enough videos on the internet and Mexican news articles to make the guess that these cartels pretty much operate with impunity, but is this something you actually witness on a regular basis? Does it affect day to day life?
