Comes down to personal preference, but there certainly isn't any Gramado or Canela in Uruguay. I have been to plenty of small cities in Uruguay and I find the architecture to be quite abhorrent, not that ours is any good, but our cities feel more spacious and lively (I'm talking about south Brazil specifically). I would not want to live in Uruguay, but Montevideo is a nice moody city and I mean, they have decent quality of life. Nothing that we don't get in south Brazil though, it's just that we also have to put up with violence in the bigger cities which is something that Uruguayans don't deal with.
What do you plan on doing in Santa Catarina? Honestly, I wouldn't recommend it if it's just for a visit. Not because Santa Catarina isn't nice. It definitely is -- it's probably the best state to live in Brazil objectively speaking and has high standards of living considering this is the third world we're talking about, but it's not particularly touristic. This will offend some Catarinenses, but their beaches are quite typical, nothing particularly outstanding, no incredible landscapes or anything. It doesn't make sense for someone who already lives in a country with much higher standards of living to come visit a quiet, mostly rural state in South Brazil with lower standards of living.
