They need to change their workplace culture, a job shouldn't be the most important thing in your life. It should be a means to an end, not a purpose for living.

Also they need to liberalise a bit, if sex is still genuinely considered shameful and men still have old attitudes towards women (should be pure, should be housewives, should be dependent on the husband), that would obviously put women under pressure to protect their image and their career prospects.

In this sense Japan is stuck between traditionalism and modernity when it comes to women, they know it's within their right as a 1st world capitalist economy that they're empowered to live life on their own terms, but at the same time they know the very traditional culture won't support it.

Well generally our societies place a lot of emphasis on consumerism, that means people want to spend the money they earn on themselves. By having kids, it feels like you're sacrificing your own potential to get a better job, to own more nice things, to go on holiday and also we worry that we've not yet met the perfect person.

It's certainly not just a Japanese problem, but is a side effect of making people materialistic so that consumer capitalism can flourish.

Well nothing is for everyone, but generally we find most other parts of our evolution enjoyable. Sex, eating, sleeping, defeating enemies (in games thankfully) and having a sense of security. I think there is a good chance that raising a child will overall make most people happy, if they aren't grumbling about how social or rich they could have been without kids..
