There's three kinds of modeling agencies in Japan. Real modeling agencies for high fashion, agencies for commercial fashion aka short hapa girls in Vivi Magazine, and foreigner agencies which just want a white face to promote their business. Trust me that they aren't modelings in fashion, they are modeling their foreignerness for Japanese globalism and curiosity. They also often appear in TV shows that bring foreigners with Japanese ability to talk about being foreign in Japan. Most of these people are ESL or import brides/laborers doing TV for extra money.
