As long as they are fugitives and being chased down by secret police, it will be harder for them to operate and yes a lot of them will die and this will destabilize everything. Eventually, arguments over who takes over who will errupt.

That's funny because it was the Cossacks job to put down rebellions for the year but they gave up and that's how the Soviet revolution was allowed to exist. Note the tsar selected them because they werent Russians do they had no problem putting down Russian unrest.

You don't understand. You are in a civil war and you don't have the power to deal with neighbour countries. Parts of Bulgaria are disarmed they can be taken with no resistance from the government or Bulgarians. If bulgarians fall under a Serbian rule and the Serbian want to genocide them. It's going to be easier of they are disarmed. It's just not worth the trouble.

If citizens didn't have guns and you wanted to do stuff to them they they don't like. They have no choice but to comply. If you were a commie and wgated to take the farmers land they can't resist you unarmed.

The army and police get sent in to restore order. And it's not like cossacks would not have put the rebellion down under normal circumstances.The country was torn apart and the tsar already had little authority.

The militia will be less organized and will be more demoralized. If someone decides to do terrorism with little organization and command structure, they can easily be routed.

You have the powers of diplomacy and a country through a civil war is much tougher than you think because the people are getting mobilized en masse and are already frustrated. There is a reason countries avoid invading others during civil wars. The country is fully mobilized and any faction fighting within the country will have to be put down. And it's not like citizens having guns can be such a problem for a professional army, those citizens need to be organized to be useful and at best they can be used as guerilla forces, not a functional army that can hold or take strategic territories.

They won't be 10% and they will be too disorganized to resist especially if the federal military is involved in taking them. People can sense when their efforts are worthless and can get them killed
