Why didn't Salazar and the Estado Novo chamge the flag? I imagine being fascist influenced a design based on the Celtic past of Portugal and the Christian heritage could have made for some interesting designs.

I think the first republic had about 50 governments, it was an absolute shitshow and was the main reason for the dictatorship to happen.

In fact, those two groups were so powerful they ensured their positions would remain after the end of the dictatorship. Which is why we still have a bloated as fuck public sector, despite new technologies allowing to do more papper work with less people, and we did implement those technologies - we just didn't fire anyone because that's almost inconstitutional.
