It depends, anywhere outside of South Brazil, São Paulo, Rio de Janeiro and Espírito Santo people generally don't like gringos (non-Latin Americans basically) outside of the cities, it's considered invasive and people will ask you what you're doing there. People interested in visiting the countryside should either have a local guide or learn Spanish/Portuguese and dress like the locals if you want to go on your own, extra points if you're brown.

In the countryside of South Brazil they're mostly okay with foreigners but there are very few German and Slavic colonies where people really don't like outsiders, those are usually private properties though, huge farms with villages inside them.

In general yes it is, talking about the life of the people in their, there is some infrastructural problem but that is the blight of this country, but as a foreigner, if you don't speak at least a little of Portuguese, you will have problems the percentage of Brazilians that know English is very low, but for example there are touristic cities in the countryside that would be "easier", for example: Ouro Preto, Petrópolis, Foz do Iguaçu, Bonito, Paraty and etc. are examples of "middle" countryside cities, cause countryside isn't necessarily rural, but again Brazil isn't a safe country as going to visit an European country is good to be aware of your surrenders since tourists are seem as easy target for scams.
