This is mostly a consequence of Europe being able to get away with it. America realises that their grasp on the world is rooted in defence. The medieval monarch justified his rule by providing protection. If the US pull out of that game, then they will lose their influence and the basis of their hegemony. Of course everyone in Europe realises that, so they let the US shoulder the burden, because all the US can do is complain. If the US actually did pull out it wouldn't take long for Europe to rearm, all the major powers have the technology and the funds to do that, however, as things are right now there is no need for it, so everyone relies on the US instead - Germany in particular.
