As you know, the conquest/colonization started in 1830, for various reasons, but mostly : we can't do war in europe, let's do it elsewhere so people don't look at the rest of the thing we do.
But his reign ended in 1830, and the next king, Louis-Philippe did not really wanted it, at best just keeping the places we already took as some "comptoirs". But muh colonists made him attack more. And with abd el kader, we were kinda forced to expand to dab on him.
Then you have the empire, with Napoleon III, he did not want much colonies, wasn't into wars. He wanted algeria as some kind of arab allied kingdom and the empire overall tried to not oppress algeroids. When many of the landowners in algeria were veterans, situation was overall okay.
But then, the >republic removed all of this, went full retard (the leftist are behind our massive colonization because gotta civilize those savages)
And yeah, Algeria was costly and got a lot of subsidies. Bugeaud, who btfo abd el kader did not want algeria either, but it was his job so he did it.
Obviously the war made it even more costly.
