Light pollution is nothing compared to other problems in Russia. Like actual pollution and assassinations, no democracy, no freedom of speech etc. And most of lighting isn't light pollution but helphul lighting to see in the dark. Russian vodkachimps can't afford that.

i don't think that's how it works

ancient rome didn't have torches illuminating the streets at night. even though all commercial deliveries had to be done after dark, no lighting. rome built massive aquaducs from the mountains but no street illumination so clearly they deemed it unnecessary. they could have easily just installed slaves with torches but they never did.
so we must ask ourselves: is passive street illumination really necessary?
