You misread my question. I asked where Britain was forced to do so. It being allowed to do so does not mean it is forced to do so, as evidenced by other EU countries choosing to not get involved. It is an independent British action from which the British could refrain and from which they should have refrained.

Final decision making authority is granted to a national official, not to the EU. If the Chief Minister had decided not to get involved there would be zero action against him, precisely because the EU cannot do it. Because it is not a military organization (unlike something like NATO where refusing to come to the aid of an attacked member would be a clear breach).
