Depends on the area, Historical centers are usually very safe, there sectors where for some reason not even the homeless enter, much less criminals, and of course the "rich" parts of town are very safe, they don't even have much extra security, it is just that criminals never go outside specific sectors.
Most violence is done by criminals unto other criminals; territorial disputes, vengeance, etc. You have to be part of a cartel in order to be in danger on the first place, paradoxically cartels keep crime to a minimum on areas they control.

I live in the "good part" of Santiago and it's pretty safe, (like, using your laptop in the park kind of safe). Downtown is generally safe but you have to exercise a bit of caution (keeping valuables our of sight). There are some hairy parts but I never go there.
