For example, my father is Russian and he believes that Russia's troubles throughout history have been the result of the Russian national character - stupid, aggressive, lazy, lacking in vision and ambition both on an individual and social level, and servile to any strongman who comes along telling them he'll make things better.
That particular characterisation of Russians aside, do you believe in the idea of national character?

Culture is a bit different from what I'm describing. A culture is a set of norms and behaviors that members of a society consider normal. What I'm describing is a propensity towards certain ways of thinking that's inherent to people of a certain culture. For example, we can all agree that heavy drinking is part of Russian culture. What my dad would say is that there is something about Russians, a sort of inherent pessimism and desperation in the Russian "soul" that makes Russians go to bars, get shitfaced on Vodka and beat each other up in pointless bar fights. That shit doesn't happen nearly as much in other countries we lived in. In other words, it's something that's more primal than culture. I hope that description makes sense. He's not here right now so I can't ask him for clarification and I don't put much stock in that line of thinking so I'm describing it second-hand.

I think that's culture as well. It's behaviour you pick up and imitate, the original cause of which might be enviromental (for example, russians drinking more because their country is and has always been depressing). Nothing about it has to do with their racial stock or whatever. Take a Russian baby and give him to a religious sect that alcohol is the stuff of the devil and he won't grow up to be an alcoholic

He believes himself to be superior because he grew up in Siberia, left the USSR when the iron curtain opened with a suitcase full of clothing and little else, and has basically "pulled himself up by his bootstraps" and clawed his way into a civilized country with the rest of the family in tow. When he tries to reconnect with old acquaintances they mostly turned out the way I described in the OP. He looks at the state of Russia now and how it has pretty much always been a backwater where Elites literally LARPed as French to feel superior, and he reached that conclusion. I'm ambivalent about that myself, but I don't think it's completely unfair.
