They're not mean to be pretty, they're meant to convey a very specific piece of information. Thus they're first and foremost designed to be legible. Also, in many countries the colors used on the plate mean something. In Sweden, for instance, a yellow on black plate means the vehicles is operated by the armed forces.

North America has that too. Government plates, military plates, etc. Most countries do this.

I feel like the german number plate needs a bit of explanation :
First you have the Euro field with the EU flag and the national code. Next is the code of the city or the county in which the vehicle is registert in, in this example its Berlin, that can be one up to three letters. Next you have badges, one in the front for the Bundesland, federal state, the vehicle is registert in, and two in the back, showing when the next mandatory technical and exhaust check is due. Next we have a field of one or two letters and one up to four numbers. These two fields can be personalized.
In the end there can be the letters H or E. H is for historic vehicle, that is every vehicle older than 30 years and well maintained. E stands for electric vehicles, in both cases the owner has a lower vehicle tax rate.

I'd imagine it'd depend on the person that happens to be the one your plate application comes across.
