Depends really on which area of life we are talking about, but relative to their periods the Roman Empire had much higher quality of life. HRE was just an average European state.

Couple this with the fact that the HRE was only really a real state in the middle-ages and all those "achievements" of yours happened when it was a very loose confederation of smaller states and you can't really praise the HRE for anything. Or are you going to say that the HRE was a military powerhouse because Prussia was a part of it?

The actual Roman Empire was east to it.
The HRE wasn't even a state, it was a bunch of loosely affiliated literal who countries that fought amongst themselves all the time. It was very far from successful.
