albania was reduced to dust by WW2, there wasn't a stone standing on another stone, it was all gone. Hoxha brought albania into prosperity it never experienced before, eradicating deseises, bringing literacy to something like 99.9% from single digits and so on.
He peaked early though and was autistic about foreign relations, by the end of his regin there wa a paranoia about a foreign invasion since Hoxha lost Soviet backing so he blew a load of money on defensive structures that were never used.

Hoxha abolished feudalism and improved living standards but Albania was still the poorest country in Europe, and the restrictions on entering or leaving the country were even stricter than those in East Germany.

Hoxha was a nutjob, no doubt, but from Amnesty International reports I've read the death toll of his regime is about 6,000 or 7,000, not 100,000.
