stupid post. while its true some germanic tribes were semi nomadic pastoralists you cant really call them hordes or herds not living in settlements. there were enough tribes firmly settled down. some even electing their leaders in roman fashion emulating them.

It was mostly a risk vs reward thing. If they really wanted to take over germania they could have, but germania at that time was a backwards shithole without cities or roads at all just living their tribal life. So they would have to march through all these forests, hills, mud, rivers, etc to take over tribes over a vast area, and then when that is said and done then they have to build up infrastructure throughout that area basically from the ground up, all the while those germanics they conquered may be starting uprisings and revolts. Maybe if they went for it earlier when the empire wasnt already stretched out so far then it would have been easier, but who's to know
