Well many parts of Lower Normandy are maybe not 3rd world but probably Eastern-Europe tier.
Last month i went fishing with a friend near the south west part of that map, the people had early 20th century life conditions, crumbling old homes, dead villages and so on. Other more urban places are no better than a Paris suburb. Some places are Calais tier and overrun with the fugees. In others it's the gypsies. And yeah only some beach resorts are decent as well as the posh areas of Caen and even then it's fucking underwhelming for a "large" city.

That sounds a lot like some rural areas here, modernization is very slow and you can see old unmaintained houses near new ones. Life is pretty peaceful though and there are usually less immigrants than big towns.

Why did this happen? I researched a bit and it seems the French Revolutionaries made them up in 18-19th centuries. Was there any reason to name them such soulless way?

Japanese prefectures are easier to remember and at least they have history of the names. I even heard that most of French people can't memorize all departments.
If you want my opinion i'd say neutral names based on geographical features were chosen for several reasons :
-Some names made references to nobility or religion, places were named after noble houses and such, which they didn't like
-Need to strip local identity, hence the division in more or less equally large/important places unlike on pic related, need to get rid of reasons for having the country divided too unequally, especially from a parisian centralist point of view
-Revolutionaries were actually attached to scientific method, neutrality, and tabula rasa proto-commie method, it's like the chinese cultural revolution a bit

Like, you can't more soulless than Ishikawa (石川) or Nagano (長野) or Gangwon (江原). They're all incredibly generic geographical names.
