Japan's one of the lowest there is. Which I personally think is a good thing. Korea is somewhere in the middle -- no where near as bad as Japan, but not as good as The Philippines, Singapore, or Hong Kong where proficiency is really high.

Most of them never leave Japan and if they do, they will have tour guides who speak Japanese. They have a wide range of native media as well and everything else gets dubbed or subbed. Why even bother learning English?

You can live a satisfying life without knowing a lick of English in a lot of countries.
Japan is one of them.
In African countries that are getting colonized by China rn knowing mandarin is much more valuable than knowing English.
In terms of job opportunities knowing German is just as or even more valuable in my country than knowing English is.
English is the language of science and business, but what language is the most important to you depends on the region you live in.

Why would a professional language teacher move to Japan if they're going to live in basic conditions, in a country they're unfamiliar with and in a culture that doesn't treat them as equals?
