this is some of the problem when you boss sends you out to do a "4 hour job". its 4 hours once all tools and materials are in place at the work site on the 5th floor out through a window from a office no one has the key to. then off course shit doesnt fit so you have to modify everything because when you asked if you should go take a look before he order the stuff he mumbled something about waste of time and i got a degree in this. so a 4 hour job is atleast a full day, no exceptions.

OP what you discovered wasn't shocking, this was known at least a century ago and why our OSHA began with laws and policies within unions about the maximum amount of weight a single man could carry. This was eventually enshrined into law. It's also why unions started bargaining for helpers and apprentices that moved things around for workers, which is how the forklift became a thing.
Like seriously 100 years ago companise would have to guard employees with guns to prevent theft. Of course they know that half the job is just moving material up and down stairs then up and down latters into position. Why do you think the joke "how many people does it take to screw in a lightbulb" exists? It's a legitimate question asked of construction managers and factory managers since the answer changes based upon the amount of mechanical equipment (elevators, cherrypickers, etc) available.
It really depends on the specific environment and the type of work being done. But yes, pretty much any corporate/government construction job, people spend most of their time walking around doing nonsense. That's why most jobs takes so long to finish. But the private sector of construction is much more efficient. When I worked we had a specific job to do and we had a payment for that job to be completed, not hourly pay. So everyone wanted to get the work done with and go home.
It is actually worse. My brother used work at the construction. Now this is how they worked: Once chief left the place, they did just a little, then broke their tools, then spent day drinking beer, and at the end of the day they would tell chief that they couldn't work because their tools were broken.

I "work" in construction. Complete the task for the day in 20 minutes, then spend the rest of day on "errands" (went to an airfield yesterday saw a cool ww2 plane doing landings), talking shit with the lads or fucking around on the phone. I then leave 1.5 hours early to skip traffic and collect pay for a full 8 hour day.
