When people complain about the colonization, they might be talking about the wealth taken for 322 years. But the political structures, over-reliance on the State and crony capitalism are a legacy from colonial times that persists until this day.

After slavery was abolished, since no one wanted to live in the hills far from the cities, the now free slaves decided to claim that land for thenselves. Finland doesn't have slums because it never had a problem with racial segregation, it was always a homogeneous country.
Finland is a small country, with 338.424 km2. Its borders are easier to manage, its political and societal problems too.
Brazil has a total area of 8.516.000 km2. It is almost the size of Europe. How can you manage the borders of a country that big? What if your country happens to be in a drug trade route? How can you fix that?
In a country that big, even if one single region doesn't receive much attention from the government, it already creates many problems that are cumulative and can't be easily solved. Small countries don't have that problem.
