I've simply taken aback by this aspect of Europe. I always thought better of it, although I imagine someone from Europe would see nothing wrong or odd with such behavior. Then again, that goes back to my points earlier, but I digress.
I suspected that user was exaggerating, however I was looking into this and Europeans seem to corroborate much it. In fact, I heard a girl from Finland talking about it, saying that "Europeans [she was claiming to speak for all of Europe] feel happy and derive confidence from being naked in public." I also heard things like "we differentiate between nudity and intimacy" and "the human form is wonderful so why hide it?" but none of the justifications satisfied me.

We finns have our saunas, there's nudist beaches here and there troughout EU and in mediterranean you can occasionally spot some seetrough shirts.
