Eh, I think that's a pretty bad explanation. You don't need money to learn to swim, there is lakes and rivers and if you live at coast, it's even easier. I personally learned to swim when I was 8, and so did pretty much everyone I know.

I was born in India near the mountains. There were a couple of lakes, although thy were very far away like 100 kms, it was prohibited to swim there. I was just let go in a swimming pool and told "swim". Later you're told how to swim in proper styles but no one that I know needed to be taught how to not drown.

People usually go to the swimingpool with the family each weekend, I learned that way, you can go to rivers and lakes too, we have also have really cheap courses in summer to drop the kids a couple of hours each day.

When learned swimming in school i was told never to this because of this exact reason.
