Technology is better now although not perfect.
The guy who wants to do this cuts the head with perfect precision and puts it on another body using a special polyurethane gel that stimulates nerve regrowth.
But the doctor who does this with rats says that at best only 20% of the nerves reattach.
It's probably going to take 10-20 years to perfect the procedure so that at the very least 80% attach to the host body. They need to perfect the Gel

The scientists working on this aim to give the receiver the bodily functions of a tetraplegic, i.e. keep the head alive. Even the madest scientists don't believe a fully functional transplant will be possibly in our livetime.
