It is. You probably don't understand how hard it is the achive full state sharded blockchain. Vitalik for once in is life didn't went full autismo and destroyed people hopes so he gave absolutely unrealistic date. If they were able to release something sharding related in 2020 it'll probably be only the first phase of it, full state sharding isn't achievable for at least the next 3-5 years if we're looking at the current blockchain development. Again, it's just an assumption, there have been breakthroughs in the past that have accelerated the process.
