The Queen of England is head of state in name only. All of her tasks as well as Royal Assent, are delegated to the Governor General who is the only one who can pass a bill from Parliament into law. The Governor General is appointed by the Prime Minister, who can remove them at his own discretion, and has the power to tell the Queen to fuck off if the Royal Family was ever retarded enough to meddle in Canadian affairs, which for all intents and purposes is impossible.
